Will conical seat locks work on wheels made for ball seat bolts?
No. Conical and ball seats are not interchangeable, even in the same 12x1.5 thread. The seat shape has to match the wheel's bolt holes to center the wheel and hold torque, so verify your seat type against a bolt you already run.
