Snap-in stems install from the inside of the rim, so the easiest time to replace them is while the tire is off the bead, ideally during a tire change. A little tire lubricant and a stem puller draw the base through until it seats in its groove with a firm snap. Before airing up, wet the base with soapy water and watch for bubbles to confirm the seal.
