Snap-in stems install from inside the rim, so the tire needs to come off the bead first. Lubricate the rubber and draw the stem through the valve hole with a puller until the shoulder seats with a firm pop. If your tires are being mounted anyway, have the shop fit new stems while the wheel is already apart.
